Comunal+ is a SaaS platform for municipal utility-service enterprises ("întreprinderi comunale") in Moldova, covering water supply, sewage, waste collection, street lighting and sanitation fees for local communities.
Municipal utility enterprises tracked subscriber accounts, meter readings and monthly billing largely on paper or in disconnected spreadsheets, with no shared system between office staff, cashiers, field operators and materials management, and no consistent way to produce reports for local authorities.
Full-stack developer as part of a small team — frontend, backend, and the infrastructure it runs on.
Built subscriber-account and contract management with automated monthly invoice calculation, printing and payment tracking, plus meter-reading history and material-inventory control with stock levels. Role-based access (administrator, operator, cashier, materials manager) keeps office staff, cashiers and field operators working off the same data, with a mobile interface for operators and Excel import for onboarding existing records.
Shipped as one of the company's SaaS product lines, running in production for municipal utility enterprises — covering the full cycle from subscriber contract and meter data through automated billing to payment and stock reporting.
